Animation studios these days spend little of their budget in animating the majority of their episodes until there is an important fight and then put a lot of money into that specific fight, instead of just spending an equal amount across all the episode’s so every episode is pleasing to the eye.

That's not really true, if you look at the newer popular shounen like Jujutsu Kaisen and Demon Slayer, they have some beautiful visuals. Their visuals are a massive reason why they're popular so lazier animation doesn't make more money. Bleach does have some insane animation for its time though, amazing how an anime from 2008 can still be compared to newer anime.
